(1) Ensure that all qualified candidates for TCE complete the instructor training program for that training center. The program must comply with the initial and recurring training and testing requirements of Subsection C. of 14 CFR Part 142: NOTE: An instructor competency examination to assess “a representative segment of each program of study” in accordance with § 142.53 (as opposed to the full requirements of the corresponding practical examination standard) does not meet the test/test requirements for a TCE. However, a TCE aptitude test can be considered to meet the trainer`s requirements in § 142.53. 1. ECTs shall remain qualified as trainers in all programmes/courses for which they have the power to evaluate. Therefore, ECTs must meet all instructor training and test/verification requirements to remain licensed as tCE for a particular program or course. 2. When the flight instructor occupies a deck observer seat or a non-occupant seat, he or she shall comply with the requirements set out in paragraphs 3 to 4354C1(a)(d). In addition, the pilot serving as pilot-in-command (PIC) must (1) be approved to meet the requirements of § 61.157 or B. TCE Applicability. Title 14 CFR Part 142, Subsection C, describes the prerequisites, training requirements, operational procedures, and restrictions of designated evaluators for certified training centers that are trained to meet the requirements of 14 and CFR Part 61.
It does not apply to training centres that exclusively provide training to meet the requirements of Parts 121, 125 and 135 of 14 and the CFR. NOTE: The purpose of this observation is to assess the ability of the TCE to perform a test or examination as an evaluator. Aircraft-specific knowledge and capabilities of TCE flight training equipment are assessed at the annual instructor competency review for each program. If, for a valid reason, a practical certification examination cannot be taken as prescribed for the renewal of the TCE, an aptitude test in accordance with §§ 61.58, 121.441 or a combined competence/aptitude test in accordance with §§ 135.293/135.297 may be replaced at the discretion of the TCPM. If an aptitude test § 121.441 or a combined test of competence and aptitude § 135.293/135.297 is credited, these specific examinations must be carried out using the program of one of the customers of the center that the TCE has also been authorized as a contract control pilot. For ECTs with eligibility exams only, a full aptitude test is required for renewal. The TCE is observed in all phases applicable to the ECT authority (oral, simulator and aircraft). If the observation is made during a Part 121/135 aptitude test, the inspector must sign the FAA Form 8410-3, the Aviator`s Proficiency/Competency Check or an equivalent form to document the compliance requirements of §§ 121.413 or 135.339. The applicant shall have at least 1 year of experience as a trainer, control pilot, designated inspector or assessor in the category, class and type of aircraft concerned (if the type is applicable). A waiver of experience requirements can only be considered for candidates who are closest to the experience requirement. In order to ensure standardization, WHO/Europe is identified here as the holder of the authority to waive the above requirements. The waiver considerations are as follows: 3. A TCE may meet the fitness test requirements of Subdivision C of Part 142 by using one of the following methods: NOTE: Not all provisions of this Order apply to ECTs, and there are requirements for ECTs that the Order does not include. NOTE: Flight Standards Office managers may approve exemptions from the 1-year training centre experience requirement described in paragraphs 2)(c) and (d) above if the applicant can demonstrate equivalent experience. The other requirements listed, including 100 hours of experience in the same FSTD M/M/S, are not subject to derogation. (c) the minimum requirements for qualified ECTs meet or exceed the minimum requirements set out in Parts 121 and 135 of 14 CFR. If the TCPM issues a waiver of any of these training requirements, it must be in writing and be an integral part of the instructor`s records. 2. Air carriers and points of interest shall establish that all training programs and testing requirements are met.
Training centres generally do not deal with training and testing on subjects other than aircraft-specific subjects. Training requirements for air carriers that are not specific to an aircraft (i.e., basic indoctrination, emergency training, etc.) must be met by the air carrier in a manner acceptable to the POINT of interest. 6. TCPMs and MPCs should conduct recurrent training and aptitude testing to meet the requirements of FAA Order 4040-9 and event-based currency as follows: 2. OBJECTIVE. The objective of this task is to determine whether a candidate for a Training Centre Evaluator (TCE) meets the initial and ongoing requirements for this designation. Successful completion of this task leads to: the designation or approval of a designation; or the renewal, rejection or withdrawal of a designation. NOTE: Except for center-specific items such as training center policies and procedures, ftD or simulator operation, recordings, deviations, etc. An instructor who has satisfactorily met the instructor training requirements for a Part 121 or 135 certificate holder within the last 36 months may be credited with completing the appropriate parts of the instructor training required under § 142.47 if the TCPM determines that the training previously received is equivalent to and satisfies the regulatory requirements of Part 142.
(3) Understand that company policies, economy, union membership and seniority are not relevant issues in determining aviator certification requirements. (d) For standardization purposes, no additional requirements should be added to the above without the consent of AFS-800. 1. Where the trainer holds a pilot seat, the pilot seat shall meet the requirements referred to in paragraph 3-4354C1). NOTE: TCE aptitude tests required under § 142.55(a)(4) are not subject to similar credit terms provided to Part 142 flight instructors. Under paragraph 142.55(c), the credit is limited to education. However, a TCE that is also a control pilot may receive an aptitude test that includes tasks that can be used to meet the requirements of more than one part. For example, an Instrument Landing System (IlS) approach performed in accordance with Part 135 would meet or exceed all standards applicable to the corresponding task under Part 61 and could be registered to meet the requirements of both Parties. All tasks required for both parties must be processed during the aptitude test. For example, if the TCE performs Part 61 Category (CAT) II proficiency tests and there is no equivalent to Part 135, TAC II should be performed and registered only as part of proficiency test 142. The TCE aptitude test could generate two records: 1) a record to meet the requirements of Part 142 of § 142.55 (a) (4), and 2) a record showing the successful completion of an examination under § 135.293 (b) and 135.297.
In order for the ECT to remain qualified to instruct/evaluate circular approaches to the published minimum requirements, the ECT must be assessed as to how it performs the circular manoeuvre during its test of suitability for the published minimum values. This requirement must be met to ensure that the qualifications of Part 61 of the TEC are maintained. .
